This is White, Senor Blanco, Dr., or whatever comes to mind when you see the dude, he's one of the most animated characters you'll ever come in contact with, watching this dude and his manurisms are epic. Dude does nothing but skate and smoke cigs, last pic is "The White House" and no the president doesn't live there the Dr. does. If you come in contact with this creature wash your hands....he's from Vermont
